Rising time: 1 hour 30 minutes
Pour milk into small mixing bowl and sprinkle yeast overtop. Once the yeast begins to foam stir in the sugar, butter, and eggs.
In the bowl of a stand mixer, add the flour and salt. While mixing on low with a dough hook, slowly pour in the milk until it is absorbed by the flour. Adjust to medium speed to knead the dough for 5 minutes, until smooth and elastic. Transfer the dough to a medium mixing, cover, and let rise in a warm spot for about 1 hour, or until doubled in size.
While the dough rises, make the cookie dough. Combine flour, cocoa powder, baking soda, and salt in a medium bowl. In the bowl of a stand mixer fitted with a paddle, cream the butter, brown sugar, and granulated sugar. Add the egg and vanilla then mix until combined.
While mixing on low slowly add the dry ingredients. Once completely combined, scrape down the sides of the bowl, add the chocolate chips and mix for about 20 seconds.
Turn the cookie dough out onto a piece of parchment paper and roll into a rectangle about 10 x 14 inches. Set aside.
Combine the sugar and cinnamon in a small bowl.
Once the cinnamon roll dough has risen, punch the dough and turn it out onto a lightly floured surface. Roll into a rectangle about 10 x 14 inches. Spread the softened butter over the surface of the dough using an offset spatula. Then sprinkle the cinnamon- sugar mix.
Flip the cookie dough on top of the cinnamon roll dough and remove the parchment. With the long end towards you, roll both doughs into a tight log.
Cut the ends off the slice into 12 equal pieces, about 1 ¼ inches thick. Transfer the rolls to a greased baking dish. Cover with a damp cloth and let rise for about 30 minutes, until the rolls are puffy and any space in the baking dish is filled.
Meanwhile, preheat the oven to 375°F. Bake the rolls for 25 to 28 minutes, until the top is golden and the dough is cooked through.
While the rolls cool, make the frosting, by whipping the icing sugar, butter, vanilla, and milk in a stand mixer fitted with a whisk attachment.
Spread the frosting over the rolls and enjoy.
