Preheat the oven to 375°F.
For the pastry, toss together the frozen butter, flour, sugar, and salt in a medium bowl. Pour in the water and mix until it forms a dry shaggy dough. Turn it out onto a clean countertop and knead a couple times until the dough can be formed into a 2-inch thick rectangle. Wrap and place in the fridge while you prep the filling and seasoning.
For the filling, mix together cream cheese, chives, parsley, onion, garlic, and salt. Set aside.
For the everything bagel seasoning, combine toasted sesame seeds, black sesame seeds, poppy seeds, onion, garlic, and salt, then set aside.
For the egg wash, whisk together the egg and water or milk in a small bowl and set aside.
Remove the dough from the fridge. Very lightly dust with flour and roll out to a ¼-inch thickness. Cut into 12 rectangles, about 3 by 5 inches. Transfer the rectangles to a parchment-lined baking sheet.
Dollop about 3 tablespoons of the cream cheese mixture in the centre of half the dough rectangles. Lightly brush the edges of the dough around the cream cheese. Top with a dough rectangle and press to around the edges to form a seal. Crimp the edges using a fork. Repeat with remaining tarts.
Brush the top of each tart with egg wash. Sprinkle generously with the everything bagel seasoning. Place in the oven to bake for 20 minutes, or until golden brown.
