Preheat oven to 425°F.
Place potatoes in a pot and cover with cold water. Bring to a boil for 5 minutes. Drain the potatoes and transfer to a bowl. Drizzle with olive oil and season with salt. Toss to coat and transfer to a large baking sheet. Bake in the oven for 30 minutes, turning once, until crispy and golden brown.

Meanwhile, in a medium saucepan, melt butter over medium-high heat. Whisk in flour and cook for 2-3 minutes, until golden. Pour in the chicken stock and whisk until thickened. Add kimchi and stir to combine. Simmer for 5 minutes, then pass the gravy through a sieve. Set gravy aside for assembly, and discard kimchi.

For assembly, arrange a portion of fries in a shallow bowl and sprinkle with mozzarella. Smother with gravy and repeat with another layer. Arrange additional kimchi on top and sprinkle with green onions.
