For the syrup: Place the starfruit, sugar, and water in a small saucepan and place over high heat. Bring the mixture to a boil and reduce it to a simmer. Let simmer for 15 minutes.
Strain the syrup into a heat-proof jar and let cool uncovered to room temperature.
For the cocktail: Place a couple of coupes in the freezer to chill while you prepare the cocktail.
Pour ice into the cup of a cocktail shaker. Add the gin, lemon juice, elderflower liqueur, and starfruit syrup. Form a seal on the shaker and shake the cocktail until frost develops on the side of the cup.
Strain the cocktail into the chilled coupes.
Pour in the sparkling wine to fill.
Garnish the cocktails with starfruit slices and serve immediately.
